Thus, the core strategy of the New Covenant is the complete "distribution" of power, shredding centralized decision-making into countless tiny gears. This makes any single entity’s attempt at monopoly impossible due to the sheer complexity of control. When power is extremely subdivided, participants are more inclined toward cooperation, and corruption in a single node cannot interfere with the overall evolution of the system. This logic—"less perceived power, less interference"—is the cornerstone of systemic stability.
Regarding the drive for "Thought Work," the New Covenant defines it as the substantive content of dialogues between workers and AI. This serves as both proof of progress and a form of transparent self-regulation. To prevent information asymmetry, the AI database must be fully open to workers, allowing everyone to examine the underlying logic and potential biases. However, rights come with responsibilities; if a worker chooses to share their intellectual path, they must bear the risk of their ideas being stolen or learned by others. This model is not a rigid law forced upon all, but a component of education and social division of labor, allowing those interested in research to contribute wisdom responsibly. Simultaneously, we must reconstruct online accountability—not through the censorship of sensitive words, but through a rule of law where "speech equals responsibility." The government shall simplify the process for filing lawsuits against insults and personal attacks, ensuring that every wrong is punished. Through fines or restrictions on internet access, we will curb the rampant online violence caused by high litigation costs, requiring everyone to take civilizational responsibility for the messages they send.
In the design of power execution, we disassemble policy into four independent blocks: Conception, Resolution, Adjudication, and Execution. The Conception end extends from broad directions to conceptual models; the Resolution end involves multi-level deliberations by a parliament of thousands; the Adjudication end is assisted by AI to establish legitimacy and feasibility; and the Execution end is subdivided into distributors and grassroots executors.

Non-direct harm offenses, such as political corruption or the withholding of evidence, result in incarceration in "Ordinary Prisons" with better conditions, thereby distinguishing direct violence from the nature of indirect damage.
Regarding the boundaries of "Mandatory Covenanting," we define a twenty-year protection period to balance public interest with the inventor’s personal will. While inventors cannot refuse to contract innovations of high public value, the valuation must not be subjectively determined by academia or bureaucrats. Instead, AI will provide standards based on technological breakthroughs, leading to transparent negotiations with creators under an open computational logic. To prevent manipulation, while the general public cannot modify the AI database, they possess full rights of inspection. Once the public identifies evidence of resource tilting, the government must provide a public explanation and immediate correction in a fully transparent manner. Furthermore, on issues of bodily sovereignty such as euthanasia, the New Covenant recognizes this as the individual's supreme right over their own body. Whether for hospice care or choosing a dignified departure, the State should focus on how dignity is preserved rather than forcibly retaining a suffering soul to satisfy collective desires. From the perception of animal slaughter to the defense of the boundary between games and reality, humanity must be awakened in every detail.
