美國頭痛：中國在釣魚台強行管轄

We have mentioned that Chinese Marine Surveillance vessels expelled Japanese fishery boats, a de facto exercise of jurisdiction, around the Senkakus waters, which was exposed by NHK news.  The film was revealed on 22^nd February, which means that the incident might have happened around 21^st.  Yet the Kyodo News said that Chinese expelled Japanese boats on 4^th February.  
Japanese Prime Minister Abe visited Washington from 21^st to 24^th, and his speech in CISI on 22^nd February mentioned China’s “unilateral action to undermine Japan’s administration of the island”, and its intention “to alter the status quo based on force.”  In fact, Beijing aims to justify her sovereignty claim over the Senkakus by forcing moves of jurisdiction.
Obviously, the serial moves by Chinese Marine Surveillance were direct order by Xi Jin-ping.  They are “to be continued” in the near future.    revised at 2010

2月21日晚間NHK新聞影片就提及中國海監船在釣魚台海域的驅趕日本漁船，這是強行創造管轄事實，也是給安倍洗臉。這正是安倍訪美在CSIS所說：片面行為以減損日本對於該島的管轄權（unilateral action to undermine Japan’s administration of the island），以及企圖以武力改變現狀（try to alter the status quo based on force）的行為。但共同社的報導所言則為2月4日，不是21日。看起來，強行管轄已經是北京的例行動作，命令直接來自習近平。還有戲碼，再等吧！

【共同社2月28日電】日本鹿兒島縣漁業協會聯合會28日透露，本月4日曾有中國船隻在尖閣諸島魚釣島（中國稱釣魚島）的日本領海內駛近該縣指宿市的2艘漁船。據稱，漁船主張遭到了中國船隻的追趕，“捕魚作業受到干擾”。

　　本月4日正午前後，指宿魚協下屬的漁船“容丸”與“高吉丸”（排水量均為19噸）在魚釣島附近約1公里處捕魚時有2艘中國船隻駛近。中國船隻繞魚釣島航行，下午5點前後與漁船並行，漁船放棄捕魚。雙方距離一度僅有約1.8公里。

　　鹿兒島縣魚協去年11月曾請求水產廳確保尖閣諸島周邊作業的安全，並為作業受限提供經濟援助。該縣魚協聯合會總務指導室主任吉松正信表示：“本縣漁民長年在尖閣附近海域捕魚。我們正考慮再次向水產廳提出請求。”（完）
