Attendants:  BLANK

Subject:  Under the authorization of Mr. Chen Jin-fu, who owns Sotobanari Island and Uchibanari Island pertaining to the Iriomode Island, Okinawa, Mr. X expressed that Mr. Chen tends to sell the said Islands.  Mr. Y, the representative of Hong Kong buyer, preceded with the second negotiation with Mr. X.  Here are the substances of the negotiation:

1.  Mr. Y has transmitted the data of the first negotiation to Hong Kong.

2.  Hong Kong expected that (Mr. Chen) could guarantee that the Japanese government would not decline foreigners’ purchase of the islands.

3.  Hong Kong, which might utilize the island as a fishery base, wanted to make it clear that the foreign vessels could access Japanese territorial waters.

4.  Hong Kong is willing to dispatch personnel to Taiwan for further discussion.

5.  Please ask Mr. Z to prepare related documents.

1. ○○○（Y）先生已將首次會談所取得資料傳送港方。

2. 港方希望能保證日本政府不會拒絕外國人購買該二島。

3. 港方考慮或作為漁業基地使用，然則外籍船隻航駛進出日本領海有無問題。

4. 港方可派人來台作進一步商談。

5. 請○○○（Z）先生準備相關資料。
