Since the factory has asked me to be responsible for distributing it, who meets the subsidy standards is my final say, so why don’t I receive it?”

Caixia used her position as vice president of the factory union to be responsible for quarterly employee hardship subsidies. She would provide one-time or multiple subsidies to employees depending on the situation. She often found ways to withhold funds for herself to squander. During her tenure as vice president of the labor union, the factory received a large number of Employee complaint letter.

In July 1980, a theft occurred in the family area of a fertilizer factory. Two sacks of peanuts, about 200 kilograms worth of RMB 15, were stolen. According to the regulations at the time, a case like this was considered a major case in the local area, and the public security organs had to file a case for investigation. So the Suzhou Municipal Public Security Bureau immediately mobilized detectives to investigate. Based on the few peanuts missing around the scene, the detectives followed the trail to the door of Caixia's house. The police analyzed that the theft might have been committed by Cai Xia, because Cai Xia had a history of theft and peanuts were found at her door. In the end, he followed the clues and successfully solved the case.
