In July 1980, a theft occurred in the family area of a fertilizer factory. Two sacks of peanuts, about 200 kilograms worth of RMB 15, were stolen. According to the regulations at the time, a case like this was considered a major case in the local area, and the public security organs had to file a case for investigation. So the Suzhou Municipal Public Security Bureau immediately mobilized detectives to investigate.
