楊：與日本有「暫定執法線」默契？日：Do Re Mi

此次國防部軍政副部長楊念祖到美國去主要是為了參加軍售的年度「蒙特瑞戰略對話會議」（Monterey Talks）。但公然說出應為「非正式」的默契──結果是：日方當然否認，就像 Mission Impossible。有趣的是，一向謹守分寸的楊念祖為何「脫口」，還解釋得那樣長？顯然馬英九不斷的派遣高級官員到華盛頓即時說明、即時消毒馬政府的各項措施，難怪深得山姆叔疼愛。此事值得學習。

What I think that… if you look at the official positions or official statements, it is pretty much consistent with the remarks, not only made by President Ma, but also made by MND and other departments as well.  WE consider that the Diaoyu Island and the surrounding waters is part of OUR sovereignty.  And WE equally consider the Sprately Island , which we call Taiping Island , and the surrounding waters is also OUR sovereignty as well.  So, OUR responsibility at the MND…certainly, WE have a job here.  WE have a responsibility here to defend OUR sovereignty.  It has never been changed.

No.2, we understand, currently, there is a dispute over the Senkaku, or the Diaoyu, and the surrounding areas as well.  At least, Mainland China is also claiming that’s their territory.  Japan, of course, is also claiming that’s part of their sovereignty as well.  So we manage to work out these differences through our official channels, at least with Japanese authority, that we conduct OUR patrol through the demarcation of the agreed.  We call it the temporary patrolling lines（暫定執法線）.  So our coastguard was actually and is patrolling along with the mutually agreed 暫定執法線.  That is the temporary patrolling lines between the two sides.  We also inform our fishing boats not to cross over the 暫定執法線, and Japanese authority, especially their coastguard units, fully understand our positions and we are…abide by this mutual agreed demarcation lines in terms of our patrols. So we have [fewer] problems with Japan in terms of the part to conduct our responsibility and regular patrols in the Diaoyutai surrounding waters.  But, of course, there’re sporadic individual activities taking place.  And I think that we maintain sufficient communication with the Japanese authorities and notify those activities.  They fully understand our positions and consider this is not a violation of the mutually agreed patrolling areas.  So I think that is the way to face the day-to-day realities in terms of [enhancing] mutual understandings and [avoiding] miscalculations in those disputed claimed area. （以上感謝網友SW幫忙校正）http://www.stimson.org/programs/east-asia/program-related-events/

　【台北＝吉村剛史】台湾の楊念祖国防部（国防省に相当）副部長が訪問先の米ワシントンで、沖縄県・尖閣諸島について「周辺海域では日本と漁業上の暗黙の取り決めがある」と発言していたことが９日までに分かった。日本側は否定している。

　台湾メディアによると、楊氏は７日、米ワシントンのシンクタンク「スティムソンセンター」で、米国のアジア戦略と台湾の関係について講演を行った。発言は尖閣問題に関する報道陣の質問に答える中で飛び出した。

　楊氏は、尖閣諸島は「中華民国固有の領土で防衛の責任がある」との台湾の主張を改めて強調した上で、周辺海域での漁業では、日台の排他的経済水域（ＥＥＺ）が重なる海域に、非公式に日本政府の了解を得て引いた「暫定法執行ライン」が存在する、と語った。

　漁船操業では日台ともに「暫定法執行ライン」を尊重して衝突を回避している、と説明し、日本政府による尖閣諸島国有化方針については「最終決定ではない。暫定法執行ラインは守られると信じている」と述べた。

　これに対し、日本の対台湾交流窓口機関、交流協会は「台湾側がそう信じているというだけで、そのようなものは存在しない」と話している。
