管碧玲揭發有關台灣當局在WHO中之地位----updated 0521

DPP Legislator Biling Guan exposed publicly the secret letter issued by WHO secretariat in which WHO treated Taiwan specialists delegation participating WHA as “a province of China,” not separate entity name as “Chinese Taipei”. WHO also insisted that the placing of Taiwan should be immediately following China in any list or table. It is unilateral changing of Taiwan status by WHO, together with China and MYJ administration.

The title “Chinese Taipei” was agreed by Taipei, Beijing as well as international community, which allows the Taiwan authority to participate in international organizations.

However, China no longer recognizes and observes the practice. Yet, it could be a blessing in disguise. What China's doing gave, in turn, Taiwan and international community a legitimate stance to overthrow the out-dated title of "Chinese Taipei." This might be a timely opprtunity for Taiwan and the international community to figure out a new and appropriate title that better fits Taiwan's de facto state. (Revised on 0521)

管碧玲委員很用功，比多數同黨委員用功，直接以證據揭穿馬政府「驕其妻妾」的欺騙執政。北京在WHO的官方文書中禁錮台灣的程度不僅以名稱為滿足，還要緊接於中國之後，成為屬地（或一省）才算（記得奧會中，台灣屬T，中國屬C，兜不在一起。此次算是中國的突破）。

一個重點是：所謂的「中華台北」模式已經被中國所破壞，中國不承認其為國際組織的常態模式，而貶為臨時性例外。台灣與國際社會當然因此有權另起爐灶。

另外，北京只敢講台灣是在其「管轄下」，大概，下一次會升級為「主權下」吧？

WHO Western Pacific

China, Taiwan: do not use “Taiwan”. This area is considered, within the United Nations system, as a province of China, under the jurisdiction of the Chinese Government in Beijing. In general, if it is mentioned, it should be referred to as “Taiwan, China”. The expression “Chinese Taipei” should only be used for the list of participants, summary records and similar documents of World Health Assemblies to which that entity is invited as an observer. If data for this area are to be presented separately from those concerning China in a list or table, they should be given immediately following the data for China. It is advisable to consult with LEG before mentioning this area or including information or data concerning it is WHO Information products, including those accessible onlines.

中國台灣：不要用「台灣」。這個地區於聯合國系統內被認為是中國的一省，於北京中國政府的管轄下。一般而言，若要提及它，需稱為「台灣．中國」。有關「中華台北」的表現方式，只限於此實體被邀請為世界衛生大會（WHA）觀察員時用於出席者名單、會議記錄，及類似資料。如果此一地區的資料有別於中國相關的資料呈現於表格或清單，此資料要緊列於中國相關資料之後。建議於提及此地區資訊或有關列於世界衛生組織的資料及網路資料之前，要與世衛（WHA）組織的法律部門（LEG）討論。
