Does Zhang a Chinese Envoy as AP or CNN says?

CNN reported AP’s “Taiwanese protesters shove Chinese envoy”.

Well, Mr. Zhang came to Taiwan as a guest scholar in a forum in Tainan .

AP or CNN is wrong.

He is not a Chinese envoy or any Chinese representatives.

If he is a Chinese envoy it means MYJ is doing something secret and bypass perception of Taiwanese and the US, Japan etc.

Could it be possible that CNN and AP are part of the game which make them not to report Zahng's status?
