The loss of control in a region stems from the entrenchment of local forces and the paralysis of government. Pure local power is insufficient to evade official scrutiny; rather, it is our own failure to act—our turning a blind eye—that allows these issues to fester. This is the threat of the powerful: a pervasive fear within the masses, a fear that erodes mutual trust. When you wish to speak out, you hesitate, wondering: "Does he think the same as I do?" You think: "There is no benefit in speaking out, but if something goes wrong, I will be the one in trouble." Even more terrifying is the thought: "If I am the outlier, I will likely face backroom retaliation." This is not the cowardice of individual officials, but a universal weakness and a common malady of human nature. Therefore, we must establish a New System that allows problems to be detected early and empowers people to speak up. We should consider implementing an Anonymous Reporting System and an Anonymous Voting Mechanism. Within this framework, AI must be integrated as an auditing tool to prevent government personnel from attempting to trace the source of the sender. Furthermore, if anonymous information is leaked, the AI management entity must be held strictly accountable. By channeling pressure through shared liability, we create a system of checks and balances where collusion is no longer possible.
