正在日本訪問的北大西洋公約組織(NATO)秘書長拉斯穆森表示,如果北韓對美國發動攻擊,北約將視之為對全體成員國的攻擊,可能會行使集體自衛權。
拉斯穆森告訴日本共同社記者,北約在《北大西洋公約》第5條中規定,美歐各成員國享有集體自衛權。他以2001年美國遭受恐怖攻擊後北約行使集體自衛權出兵阿富汗為例,他說,如果成員國遭受襲擊,北約將進行協商並視情況做出相應決定。
對於北韓最近的挑釁行為,他明確表示,北約予以最強烈的譴責,這是對地區及全球安全的威脅。
North Atlantic Treaty Article 5
The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by , will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.
Any such armed attack and all measures taken as a result thereof shall immediately be reported to the . Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security.

UN Charter Article 51
Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security. Measures taken by Members in the exercise of this right of self-defense shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.
