馬的有意義加入是「活動」，不是「組織」！

【Abstract】

The governor MYJ wishes 23 million people of Taiwan to “participate meaningfully” in the activities of the United Nations specialized agencies instead of UN itself. Still, it is a fake issue.

The position of the US Permanent Representatives on 2007.09.21 is it " supports Taiwan's meaningful participation in international organizations whenever appropriate", not "the activities".

ROC, as PRC, is a government which claims to represent China . The dispute was resolved by UN General Assembly Resolution No. 2758 in 1971. PRC is no doubt the sole representative of China . ROC is not. ROC can not re-enter UN because of the Resolution 2758. Nor can ROC apply a new membership for it holds no sovereignty over the Formosa and the Pescadores .

What is more, MYJ said in the letter “the 23 million people” whished to participate UN while the member of UN can only be a state.

It is a fake issue. He is just playing games. He is not telling the truth. He just offers a chance for China to claim the sovereignty over Taiwan again.

 

馬執政上台之後，遵循KMT過去的慣性，以一個「有意義參與」聯合國專門機構「活動」的方案，希望讓「中華民國」加入聯合國周邊組織。

美國在2007的立場是「支持台灣加入適當的國際組織」，不是「活動」。

但，他是真心的嗎？

然而，聯合國周邊組織其實是位於聯合國之下，本來就不得違反聯合國的立場。如果，ROC是與PRC爭取「中國代表權」的政府，那此事已經在1971年處理完畢──PRC是中國唯一合法政府，ROC不是。

即使，馬執政想透過「歷史解釋」──即KMT並未與CCP簽訂任何停戰協議所以「內戰」尚未結束，將ROC再拉回國共內戰的範疇，也一樣無法解決「一國一政府」的國際法困局。

法理上與事實上，PRC就是「中國唯一的合法政府」，ROC不是。

即使不管這些，從文字的內在邏輯看，此封表明加入意願的函件，也一樣是無效的。

函件說：「中華民國（臺灣）2300萬人民有意義地參與聯合國專門機構活動的基本權利」。姑且不論「有意義」（meaningful）的意涵，就以宣傳「人民」想要加入「聯合國」，即為一種無知或欺騙的行為。

聯合國的會員，只能是主權國家。

「中華民國」不是國家，是政府，其本質上所必須代表的「國家」是「中國」。然而，中國卻已經由「中華人民共和國」這個「政府」所代表了。「中華民國」（不是台灣），只是時間問題而已。

若ROC想代表台灣加入聯合國？可以！

首先，拿出所有權來！其次，台灣不是國家，如何進入聯合國？

函件並非表明加入「專門機構」，它表明的是加入他們的「活動」！！！

實在不能不小心他們的「文字伎倆」！

The U.S. Position on the Question of Taiwan’s United Nations Membership Application, September 21, 2007

The United States supports Taiwan's meaningful participation in international organizations whenever appropriate.

Such involvement is in the interest of the 23 million people of Taiwan and the international community, and we urge all UN members to set aside preconditions and work creatively toward this goal.

Consistent with our long-standing One China policy, the United States does not support Taiwan's membership in international organizations where statehood is a requirement, so it cannot support measures designed to advance that goal.

We believe that efforts to urge UN membership for Taiwan will detract from our goal of advancing Taiwan's involvement in international society.
