AI 並非主體，生成亦非責任的轉移。真正的主體，永遠是呼叫、部署、擴散與採用模型的人類。當人們將決策、行動與後果交由模型遮蔽，文明便進入責任真空。本宣告主張：任何 AI 產出，必須先確立用途、行動、時機、脈絡與責任承擔者；否則推理不啟動，算力不授權。
此並非限制創作，而是恢復人類作為主體的審判位置——可回放、可追責、不可逃避。當責任被前置，浪費與濫用自然止息；當主體被確認，創新才具有正當性。AI 時代不是技術的審判，而是人類是否願意承擔其行為之後果的審判。

AI is not a legal or moral subject; generation is not a transfer of responsibility. The true agent is always the human who prompts, deploys, distributes, and adopts the model. When decisions and consequences are hidden behind machines, civilization enters a vacuum of accountability. This declaration requires purpose, action, timing, context, and an accountable owner before reasoning proceeds—otherwise, compute is denied.
This is not a constraint on creativity; it restores human agency with replayable, auditable responsibility. With responsibility front-loaded, waste and abuse subside; with agency affirmed, innovation gains legitimacy. The AI era judges not technology, but humanity’s willingness to bear consequences.
