距今81年前，西元1941年的冷冽冬風，此刻依舊對著蔚藍大洋無情嘶吼，更參雜著鋼鐵與鮮血的作噁氣息⋯⋯

起初意氣風發，自神州大陸挺進中南半島全境的大日本帝國，由於軍事重心已整整四年都被困守在中國主戰場，爛泥般的頑強拖延戰，加上西方國家的持續介入，日方也無法順利從各海外殖民地取得穩定的資源供給。

眼下除了尚未有效控制蔣中正政權為首的中國外，戰區外圍更是遭到美國、英國、中華民國與荷蘭等四國所設下的多重經貿禁運（封鎖）政策給全面夾殺，也就是所謂「ABCD包圍網」，讓日本一口氣失去了戰時最關鍵的戰略大「秘寶」：石油和鋼鐵兩大物資！
