The US-China relationship schemes the landscape of Asia-Pacific, all the others actors responding to it accordingly.  The détente across Taiwan Strait is, of course, a part of it. 
However, the relationship between the two is not necessarily the friendship or based on goodwill.  In the first three decades from 1949 to 1979, the US and China carried on dialogues with armed forces, while in the second three decades from 1979 to 2009, they engaged with each other through diplomats and businessmen.  Will it change again, or is it shifting?
Whatever it is, or whatever it will be, the words of Dr. Kissinger need to be considered carefully because he is the key person who opened the gate and schemed the strategy of the second three decades between the US-China relations.

亞太的政治格局，以美中兩國關係為主軸，其餘繞著轉——台海關係一樣受制於此架構。但美中雖為主軸，卻不意味兩者必然友好。此格局從1950韓戰對幹起，到1979美中建交轉為甜蜜。但前一個30年美中橫眼對視，後一個30年美中醉眼迷濛。或將變？
鑑往知來，季辛吉的觀察與論點無論對錯都值得反覆咀嚼。

Chapter 10: The Quasi-Alliance: Conversations with Mao

Nixon訪中，美國與中國重建關係，展開戰略合作。但是，雖然合作的原則(principals)漸漸成形，架構(framework)卻無法定下來。〈上海公報〉的語言暗示一種聯盟(alliance)，但是因為中共的自恃(self-reliance)，卻無法將合作形式給落實下來(relate form to substance)。

這個美中關係的特殊性在於：伙伴尋求行動上的協調，卻不願有正式條約的束縛。

中國傳統的國際觀：中國是宗主國，周遭是藩籬。

所以毛澤東在位初期只與蘇聯結盟過，因為當時中國還沒有國際地位。後來與北韓結盟，並不是互惠模式，而是中國老大哥保護北韓小弟。中國與蘇聯交惡，多半是因為毛不願表示任何歸順之意。

美中交往，沒有正式的互惠文件，甚至也不是非正式協議下的心照不宣的盟友。它是一種準結盟(quasi-alliance)，其關係之存在，來自於與毛澤東、周恩來的對話中，所取得的相互之間的瞭解。從此，北京不再抑制美國勢力的擴張，而是拿美國來牽制蘇聯。

中國常對美國領袖報告蘇聯狀況，美國亦回以廣泛的簡報。

美中交往早期，中國領導者繼續偶而以意識型態的語言攻擊美帝。但私底下卻批評美國官員在外交政策上過於克制。七零年代，北京希望美國對蘇聯態度要夠強硬，但大部分美國國會及國民並不希望如此。
