Fake news：「中時」一則疑似假消息！

【Abstract】

One fake news from China Times on Taiwan . The news reported that the US Secretary of States Rice met Cheese Foreign Minister Yang on 2008.06.30. She thanked China ’s help in N. Korean issue and the US will help blockading CSB in return. CSB is not a president now, Mark is. After verifying, there was no relative content in what China Times said The Yomiuri, The Central News Agency etc.

Why China Times did this for?

由於在中時網站上看見萊斯目前正在中國訪問，因此特別加以注意。

但是，中時這一則據說轉引自日本「讀賣新聞」的消息，說美國為了答謝中國對北韓的功勞，要圍堵陳水扁的「獨立化路線」云云。

這則新聞很怪，ROC總統明明已經是馬先生，陳水扁已經下台，毫無政策影響力。「圍堵」之說與必要性何來？

於是，去查閱「讀賣新聞」網站，最類似的消息是下面這條，不管懂不懂日文的人，都無法在讀賣新聞的報導中找出「台灣」與「陳水扁」的漢字。

另外，在中央社的新聞網頁中，也沒找到相關新聞，有關國際政治新聞日本媒體的只有「日本媒體訪問蕭萬長」與「眾議員巡視釣魚台」兩則。國內政治則只有萊斯將會中國大陸領導人外交部密切觀察。用「以文找文」鍵入「萊斯」，也未見類似消息。

邏輯矛盾，事實不存在的新聞，所為何來？這是中時的裁員後遺症嗎？

現階段，大國不知馬先生的立場，消息非常亂。不是好事～

讀賣：美中安保合作圍堵陳水扁獨化路線　■中時（2008.06.30）轉引「中央社」

日本「讀賣新聞」報導，美國國務卿萊斯昨天抵達北京與中國外長楊潔篪會談，焦點鎖定在有關北韓核武問題的六方會談、台海的穩定和伊朗核武等問題。報導說，中國在協助美國處理北韓問題上有功，因此在圍堵台灣前總統陳水扁掌政時的「獨立化路線」上，獲得美國的「支持」。

這篇發自北京的報導指出，萊斯與楊潔篪在會談時，雙方一致同意將在有關北韓核武問題的六方會談協議、台海的穩定、伊朗核武問題等方面更進一步加強合作，中美雙方展現出「蜜月氣氛」。

報導說，布希政府剛上台時，與中國的外交關係並不順利，二零零一年四月美國偵察機與中國軍機發生相撞事故，衝擊兩國關係，但是二零零三年八月六方會談協商的開啟，使得中美關係為之一變，變成建設性的合作關係。

報導指出，因伊拉克情勢呈現膠著，美國無充裕的能力處理其他國際事務之際，中國努力扮演美國與北韓之間的斡旋的角色，因此在圍堵台灣前總統掌政時邁向「獨立化路線」上，獲得美國回饋性的「支持」，中美保持著相互支持的關係。

報導指出，今年五月，主張對中國採取融合態度的國民黨馬英九政府上台，目前台海穩定，這結果符合中美的期待。

報導也引述中國人士指出，不只是在北韓的核武問題上，現在中國方面正思考成立一個協商東北亞安保問題的常設組織，希望透過這個組織，顯示它的外交主導權，若以目前的中美關係而言，布希政府看來沒理由反對此構想。

但是報導中最後指出，儘管美國目前擺出很重視中國的姿態，但中國急速擴充軍備及開發太空等的舉動，使得美中之間也隱藏著爆發嚴重對立的危險性。

【北京＝宮崎健雄】ライス米国務長官は２９日、中国入りし、楊潔チ ( ようけつち )・中国外相と北京市内で会談した。（「チ」は竹かんむりに「褫」のつくり）

会談後の記者会見で楊外相は「６か国協議と朝鮮半島の非核化プロセスで重要な進展をしたということで一致した」と述べ、２６日に北朝鮮が提出した核申告を評価。ライス長官は「北朝鮮の核放棄のため、いかに検証と監視を進めるかについて話し合った」と述べ、６か国協議の議長国中国と今後の非核化プロセスを加速させることに意欲を示した。

さらに、両外相は、昨年９月以来となる６か国協議首席代表会合の早期開催に向けて協議した。協議筋によると、７月７～９日の北海道洞爺湖サミット（主要国首脳会議）以降に開催する方向で調整しているという。

また、ライス長官は会談後、「米国はチベットの現状に懸念を抱き続けている」と述べ、中国政府に対話促進を求めたことを明らかにした。

And we said that the U.S. side has, on many occasions, reiterated that it (inaudible) strictly adheres to the one China policy, abides by the (inaudible) U.S. Joint Communiqués and opposes Taiwan independence. We appreciate the U.S. position in this regard, and we hope that the U.S. side will strictly honor its commitment and properly handle the Taiwan question and support the peaceful development of cross-straits relations.

QUESTION（透過翻譯，疑以中文發問）: A second question; we know that new changes have taken place in the situation in Taiwan Strait . Under these new circumstances, what expectations does the Chinese side have of the United States in the future of this relationship between the two sides across the strait?

YANG: As for the Taiwan question, I would like to stress that there is now a positive and good momentum in the growth of cross-straits relations. To preserve and reinforce the strong momentum of peaceful development of cross-straits relations, it is not only in the interest of compatriots on both sides of the Taiwan Strait, but also serve the interests of the United States and other countries. We hope that the U.S. side will honor its relevant commitments and do more things that will contribute to the peaceful development of cross-straits relations.（2008.06.29北京）
