According to the news report, Taipower has imported the nuclear fuel rods of the Lung-men nuclear power plant.  It is reasonable for the operator to order the fuel rods in advance.  However, it is illegal to import the fuel rods without supervision, which leads to some major legal and political problems:
1.  Through which port did Taipower import the fuel rods, Keelung or Suao?
2.  What route did the nuclear fuels take, through crowded Keelung city or Suao city as well as I-lan city?
3.  When was the nuclear fuel imported?
4.  Did Taipwer apply to the authority for the import?  And what protection and supervision has been taken?

核四廠的燃料棒若已經訂購且在製造中，可以理解。
但若已經進貨並已放在廠內且外界毫無所悉，這就會產生大問題：
1.  從何港口進貨？基隆港或蘇澳港？
2.  走何種路線進入核四廠？人口擁擠的基隆市→東北角？或蘇澳→宜蘭→東北角？
3.  何時進貨？
4.  有無申請？如何保護與監督可能的輻射污染？

〔記者林詩萍／台北報導〕台電董事長黃重球昨在立法院經濟委員會答詢時坦言，台電已購入八○五束燃料棒放在核四廠裡待命，相關核能燃料費用共花費八十二億元，但若公投的最終結果為核四停建，屆時核四燃料棒也無法用在其他核電廠，只得協商原廠是否願意買回這些燃料棒。

核四廠主管表示，因每座核電廠設計都不同，所需燃料束尺寸、長度及鈾二三五顆粒壓縮比都不同，是不可能交換使用的，若核四廠不能商轉，這八○五束燃料棒恐形同廢物，要原廠收回是很難的。

至於台電是否已採購核四廠燃料棒？台電之前始終不願說清楚，就算日前立委質疑早就購買，但台電始終對外打模糊戰，稱「核四廠如商業運轉，每年向美國採購燃料棒費用估計約新台幣十億元」，言下之意，核四廠確定商轉，才會採購燃料棒。

但民進黨立委高志鵬昨依據台電公開資料指出，台電早已花了八十二億元買了核四廠核能燃料，包括原料鈾、轉化、濃縮及製造等費用，他質詢說，核能燃料細項，是否包含核四燃料棒？

黃重球因此坦承，確實已購買八○五束燃料棒，費用認列在八十二億元內，這八○五束燃料棒也已放在核四電廠內待命。他強調，這八○五束都是還沒反應的燃料棒，安全暫無疑慮。

此外，經濟部長張家祝昨赴立法院答詢再三強調「不贊成核四停建」，目前應該加緊腳步把核四安全檢測做完。
