政教分離：流亡政府民選總理

Tibetan government-in-exile in Dharamsala is now performing their democracy.  All Tibetans outside Tibet is now voting for their congresspersons and, most of all, their prime minister.  Dalai Lama will transfer his political power to the PM elected.
However, we should not forget that Dharamsala is a government-in-exile (G-in-E).  For the reason of G-i-E, the administrator or PM should not show malevolence to the host country.  In WWII, many European governments that moved to London after the Nazi’s invasion and occupation and became G-in-E.  French nationals in London have had military service in UK, UK support Free French financially etc.  Besides those, a leader of one East Europe G-in-E, Czechoslovakia(?), have revoked by UK for different political stance, if my memory is correct.
The life and death of G-in-E is determined by the outside parameters, not inside, unless it returned to its legitimate territory.  For Taiwan Question involves Chiang Kai-shek’s UN proxy occupation of 1945 as well as Chiang Kai-she’s ROC-in-exile of 1949, then we understand the solution resides in international community, not in China.  That is why no matter how people on Taiwan win, they could not change the status a bit.

不過，眼光不能僅放在流亡政府的架構內。既然寄人籬下，流亡政府的選舉與選出的「行政首長」（無論稱什麼名字），都必須在地主國的首肯之下才能成立。記得二次大戰時候，歐洲許多國家政府因被納粹入侵而「播遷」至倫敦，變成流亡政府。其中法國僑民還曾服過聯合王國的兵役、英國資助自由法蘭西（及其他）、捷克（？）還舉行過選舉但流亡政府選出的領導人與聯合王國立場不同從而被倫敦當局撤換…。
判定流亡政府的生死大權，在國際而不在政府之內，除非流亡政府回到本國領土。台灣地位牽涉佔領與流亡兩大因素，連流亡都與國際因素有關，更胡論佔領。眼光僅聚焦在選舉（包括公投），豈非如豆？

 

流亡藏人投票 選舉新行政首長●BBC（2011.03.21）

流亡藏人周日（20日）舉行新任噶倫赤巴大選，因首度出現競爭態勢，藏民參與程度顯著提高，在達賴喇嘛駐地的投票人潮 較上次選舉至少多出1倍。選舉結果預定4月公告。

據中央社報道，超過8萬名完成投票登記的流亡藏人，周日在南亞（包括印度、尼泊爾、不丹）、北美、歐洲、澳洲等地區共56處投票所選舉新任噶倫赤巴（行政首長）及第15屆西藏人民議會議員。

流亡政府所在地達蘭薩拉有1萬1000多名投票人登記在本地10個投票所投票。

報道引述當地電台記者丹增旺加的話說，由於這次噶倫赤巴選舉有3位候選人進入第2輪投票，首度形成真正競爭態勢，藏民參與程度也顯著提高。

精神領袖

對於西藏流亡議會希望挽留精神領袖達賴喇嘛，他周四（17日）表示堅持退出政治。

他表示，經過多年的認真考慮才作出退休的決定，因此不會從新考慮。

達賴喇嘛指出：「由精神領袖領導藏人的方式已經過時……我不想做穆巴拉克。」

75歲的達賴喇嘛3月10日宣佈，希望退出西藏流亡政府的政治角色，並把權力移交給由選舉產生的下一屆的總理。

在達蘭薩拉的西藏流亡議會周三進行投票，43名成員中大多數人反對達賴喇嘛的退休。
