Was it a diplomatic revenge of MYJ?

According to the Heritage Foundation[1], President Reagan's "Six Assurances" are as follows;

In President Reagan's name, Lilley delivered orally, not in writing, six assurances regarding America's policy toward Taiwan. The United States, he explained:

• Had not agreed to set a date for ending arms sales to the Republic of China;
• Had not agreed to hold prior consultations with the PRC regarding arms sales to the Republic of China;
• Would not play a mediation role between the PRC and the Republic of China;
• Would not revise the Taiwan Relations Act;
• Had not altered its position regarding sovereignty over Taiwan; and
• Would not exert pressure on the Republic of China to enter into negotiations with the PRC.

I do not buy it.  Simply because it uses the term of "the Republic of China", the government the US has not recognized since 1979.  She would not call it this way.

Please note that Lilley told Chiang Ching-kuo (CCK) President Reagan's "Six Assurances" ORALLY.  That is why no written official version was found.  But MYJ seemed to be the English secretary of CCK that time, which meant he might be there at site. 

If he was there, MYJ's repeated President Reagan's "Six Assurances" ORALLY to Raymond F. Burghardt now might be his diplomatic revenge of 1982.  It was Burghardt's wrods "that has an effect on the mood"
