一、計劃背景與目的：

在全球化的大環境下，雙語能力愈來愈受到重視，然而教育資源分布仍不均，許多地區的學生難以接觸到高品質的雙語教育。基於此，本計劃旨在整合全台近10,000間天主教教堂與基督教教會，利用聖經作為最佳雙語品格教育教材，充分發揮教會/教堂與信徒的資源，共同推動雙語聖經教育事工，提升全台信徒的雙語能力與品格素養。

一、計劃背景與目的 (Plan Background and Purpose)： In the global environment, bilingual ability is increasingly valued. However, educational resources are still unevenly distributed, making it difficult for students in many areas to access high-quality bilingual education. Based on this, the plan aims to integrate nearly 10,000 Catholic churches and Christian churches in Taiwan, using the Bible as the best bilingual character education material, fully utilizing the resources of churches/chapels and believers, jointly promoting bilingual Bible education, and enhancing the bilingual ability and character of believers in Taiwan.

Develop Bible-based bilingual character education materials and provide guidance for churches/chapels to implement bilingual education. Train brothers and sisters to become bilingual education teachers and improve the bilingual ability and character of believers in Taiwan. Establish a bilingual education exchange platform between churches/chapels in Taiwan, promote resource sharing and experience inheritance.

三、計劃策略與行動方案 (Plan Strategies and Action Plans)： Resource integration and organizational construction: (1) Establish the core organization of Bilingual Bible Ministry (BBM), responsible for coordinating bilingual education work in churches/chapels across Taiwan. (2) Establish bilingual education contact windows for churches/chapels to facilitate information dissemination and cooperation. Bilingual character education material development: (1) Organize an expert team to research bilingual Bible materials suitable for different age groups. (2) Integrate Bible stories, character education, and bilingual learning elements to compile a series of diversified materials, including textbooks, workbooks, audiovisual materials, etc. (3) Encourage churches/chapels to flexibly use bilingual Bible materials and innovate teaching methods according to their characteristics. Bilingual education teacher training: (1) Plan nationwide bilingual education teacher training courses, providing systematic bilingual education teaching methods and skills training for believers. (2) Invite bilingual education experts as lecturers for demonstration teaching and practical guidance. (3) Encourage brothers and sisters to participate in training and serve as bilingual education teachers in churches/chapels after completing the training. Bilingual education exchange and resource sharing: (1) Establish the official website of Bilingual Bible Ministry (BBM), providing functions such as material download, teaching resource sharing, and online discussions. (2) Hold regular nationwide bilingual education exchange conferences, inviting churches/chapels to share implementation experiences, exchange successful cases, and make progress together. (3) Establish a dedicated bilingual education ministry resource library to provide educators with various resources needed in teaching.

四、預期成果 (Expected Outcomes)： Successfully integrate resources of nearly 10,000 Catholic churches and Christian churches in Taiwan to jointly promote bilingual Bible education. Enhance believers' bilingual ability and character education quality through the development and promotion of a series of bilingual Bible character education materials. Cultivate a large number of bilingual education teachers and expand the influence of bilingual Bible education in Taiwan. Promote resource sharing and experience exchange among churches/chapels in Taiwan, and continuously improve the overall quality of bilingual Bible education.

五、評估與持續改進 (Evaluation and Continuous Improvement)： Regularly evaluate the results of bilingual Bible education, including indicators such as believers' bilingual ability improvement and character education effectiveness. Collect feedback from various churches/chapels on implementation and continuously adjust and improve material content and teaching methods based on feedback. Regularly conduct teacher training follow-up visits to understand the application of training results and provide follow-up support. Conduct an annual summary and planning for the Bilingual Bible Education Ministry to ensure the continuous development of the plan.

六、經費預算：

總計：預計每年投入1,150,000新台幣用於雙語聖經教育事工的推動與維護。

本企劃案旨在整合全台灣天主教教堂與基督教教會的資源，推動雙語聖經教育事工，以期提升信徒的雙語能力與品格素養。期待在教會/教堂的共同努力下，讓更多信徒受益於雙語聖經教育，共同成長。

六、經費預算 (Budget)： Material development and printing costs: Estimated annual investment of 500,000 New Taiwan dollars. Teacher training fees: Estimated annual investment of 300,000 New Taiwan dollars, including training class venue rental, lecturer fees, and material fees. Bilingual education exchange and resource sharing website maintenance fees: Estimated annual investment of 100,000 New Taiwan dollars. Nationwide bilingual education exchange conference fees: Estimated annual investment of 200,000 New Taiwan dollars, including venue rental and invited speaker fees. Other administrative expenses: Estimated annual investment of 50,000 New Taiwan dollars. Total: An estimated annual investment of 1,150,000 New Taiwan dollars for promoting and maintaining the Bilingual Bible Education Ministry.

The purpose of this plan is to integrate the resources of Catholic churches and Christian churches in Taiwan and promote the Bilingual Bible Education Ministry, with the goal of enhancing the bilingual ability and character of believers. It is expected that with the joint efforts of churches/chapels, more believers will benefit from bilingual Bible education and grow together.
