MYJ criticized his predecessor Chen Sui -bian for performing cash diplomacy, which Ma said he hates most.  He then terminated many existing foreign aid programs in the name of anti-corruption.

However, MYJ now decided to donate some 16 million US dollars to Haiti three and half years after the Haiti earthquake.  Cash diplomacy seems to have returned.

MYJ criticized Chen ’s visit to New York in 2001 as a money laundry tour.  Now he visits the Big Apple, just a few days before he donates the Big Cash.

Weirdly, while MYJ claimed that the twelve-day visit was a diplomatic victory, his wife Christine Chow Mei-ching, decided no to join him.

Working as the director of Legal Affairs Department of Mega International Commercial Bank, former ICBC, the International Commercial Bank of China, Chou is definitely familiar with procedures of banking and has connections.
