    1993〈美國國會道歉決議

     

    美國參議院與眾議院集會決議:

    第一條:認知與道歉

    國會,

    1. 1893117非法推翻夏威夷王國100週年紀念,認知此事對夏威夷原住民固有主權(the inherent sovereignty)的鎮壓之歷史意義;

    2. 承認並讚許夏威夷州政府和基督聯合教會與夏威夷原住民的和解努力;

    3. 1893117有美國機構與人民參與之非法推翻夏威夷王國,且剝奪夏威夷原住民自決之權利,代表美國人民向夏威夷原住民道歉;

    4. 表達認知推翻夏威夷王問題與展望之承諾,俾便在美國與夏威夷原住民之間提供適當之和解基礎;及

    5. 敦促美國總統同樣認知推翻夏威夷王國之問題與展望,且支持美國與夏威夷原住民之間和解之努力。

     

    第二條:定義

    聯席決議案中所謂「夏威夷原住民」意指1778年前佔領現為夏威夷州之區域並行使主權之原住民後裔之任何個人。

     

    第三條:不承諾聲明

    本聯席決議案不代表反對美國之任何主張。

    Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,

    SECTION 1. ACKNOWLEDGMENT AND APOLOGY.

    The Congress -

    (1) on the occasion of the 100th anniversary of the illegal overthrow of the Kingdom of Hawaii on January 17, 1893, acknowledges the historical significance of this event which resulted in the suppression of the inherent sovereignty of the Native Hawaiian people;

    (2) recognizes and commends efforts of reconciliation initiated by the State of Hawaii and the United Church of Christ with Native Hawaiians;

    (3) apologizes to Native Hawaiians on behalf of the people of the United States for the overthrow of the Kingdom of Hawaii on January 17, 1893 with the participation of agents and citizens of the United States , and the deprivation of the rights of Native Hawaiians to self-determination;

    (4) expresses its commitment to acknowledge the ramifications of the overthrow of the Kingdom of Hawaii , in order to provide a proper foundation for reconciliation between the United States and the Native Hawaiian people;

    and

    (5) urges the President of the United States to also acknowledge the ramifications of the overthrow of the Kingdom of Hawaii and to support reconciliation efforts between the United States and the Native Hawaiian people.

     

    SEC. 2. DEFINITIONS.

    As used in this Joint Resolution, the term "Native Hawaiians" means any individual who is a descendent of the aboriginal people who, prior to 1778, occupied and exercised sovereignty in the area that now constitutes the State of Hawaii.

     

    SEC. 3. DISCLAIMER.

    Nothing in this Joint Resolution is intended to serve as a settlement of any claims against the United States .
