In March 2007, UN Secretary-General Ban Ki-moon stated in a letter that "Resolution 2758 has recognized that Taiwan is a part of China", which sparked protests from the US, Canada, UK, and many European countries. 2007年3月,聯合國秘書長潘基文在信件中說「2758號決議已經確認台灣是中國的一部分」,引起美加英與許多歐洲國家的抗議。

Here are what former US Secretary of State Mike Pompeo said in his speech on May 21 on the issue that Taiwan is not a part of China, the US did not recognize that, nor did the UN General Assembly Resolution No 2758 in 1971. The history is clear. The context of the Three Communiqués, upon which U.S.-China relations were originally predicated, has evolved. 歷史很清楚,美中關係最初所依據的三個公報的背景已經改變了。
The primary issue at hand was the representation of China, a competition in which the People's Republic of China was deemed the legitimate representative. However, Taiwan has long ceased its competition with the PRC over this claim. Since the late 1990s under President Lee Teng-hui, Taiwan has not only moved away from this contest but has also forged its own identity—an identity overwhelmingly endorsed by its people. Taiwan governs itself democratically; it controls its territory, engages in international trade, and more importantly, it does so as a separate entity from the People's Republic of China. None of Taiwan’s territory is under the PRC's sovereign or administrative control. For decades, the PRC has misinterpreted the U.S. stance laid out in the Three Communiqués. While the U.S. acknowledges the Chinese claim that Taiwan is part of China, this acknowledgment has never equated to agreement. Spokesman: Look, I’m not going to provide colour commentary to what is said by various permanent representatives. I think all Member States have a duty and obligations to uphold the moral dignity that is ingrained in the UN Charter. On China, I can tell you that we’re, of course, following the developments in the Taiwan Straits closely. We urge the relevant parties to refrain from acts that could escalate tensions in the region. And as you know, on the issue of China, we are guided by the General Assembly resolution of 1971. Question: Two questions about two parts of the world, and by the way, is summer over? The first, about your comment on China and Taiwan. You said the resolution of 1971. From what my history, from what I remember, is that’s the resolution that changed Taiwan to China, to communist China, right? The Republic of China to the People’s Republic of China. Is that what you’re referring to?
