Liao Liou-yi,
the Chair of the Association of East Asian Relations (AEAR) since February 2012,
resigned, though he signed a fisheries
agreement with Japan on April 10th, which had been postponed
for 17 years.
It is said that his old mother is ill and he has to look after her. However, observers predict that Liao might run for the Mayor of Taichung City in 2014.
It makes no sense. Having been the Magistrate of Taichung County for two terms and other high-ranking
officials, Liao , 66-year-old, has no reason to get involved
the tough campaign.
Running for a new political job might be just a diversion; the resignation itself
should be the purpose.
Scholars see MYJ’s conclusion of the fishery agreement with Japan a counter
measure to prevent Taiwan from cooperating with Beijing in the dispute of the
Senkakus. It that is the case, Liao ’s resignation might be in fact a layoff demanded by
MYJ, an adept player of power balance.

亞東關係協會會長廖了以請辭，吹皺2014年大台中市長選舉的一池春水。國民黨台中選區立委江啟臣表示，對於是否參選台中市長，廖了以應會有「智慧的抉擇」，但還是要等現任台中市長胡志強表態後會比較明朗。有意角逐下屆台中市長的民進黨立委林佳龍則表示，如果廖了以參選，將是可敬對手，也是選民之福。
亞東關係協會會長廖了以日前以個人生涯規劃為由請辭，外界聯想他有意角逐下屆台中市長，雖然廖了以已否認參選傳聞，但仍為大台中選情投下震撼彈。
台中選出的國民黨立委江啟臣6日受訪表示，之前便耳聞廖了以的母親身體微恙，廖了以基於孝心，一直想返鄉照顧母親，這應該是他請辭的主要原因。
江啟臣表示，廖了以曾擔任過豐原市長及2屆台中縣長，經營地方甚深，資歷及人脈都非常雄厚。對於是否參選台中市長，江啟臣認為廖了以應會有「智慧的抉擇」，但一切仍得等現任台中市長胡志強表態後才會比較明朗。他說：『(原音)選舉的主客觀因素很多，當然現在情勢怎麼樣也還不是很明朗，而且更何況胡(志強)市長也還沒對外宣布說他是不是參選下一屆，所以我個人覺得，可能一切要等胡市長他正式表明他的態度之後會比較明朗。』
籌備參選台中市長多時的民進黨立委林佳龍則表示，胡志強已擔任將近3屆的台中市長，藍綠陣營都期待有些改變。他認為，廖了以是實力派的政治人物，如果真要爭取台中市長，將是可敬的對手，也是選民之福。
林佳龍並強調自己已經營地方多年，對於參選台中市長「當仁不讓」，會做好一切準備，爭取台中選民的認同。同樣有意角逐台中市長的民進黨立委蔡其昌也表示，如果民進黨和台中市民有需要，他一定會「勇於承擔」。
