In 1973, it signed the Paris Peace Accords and promised to "continue to support South Vietnam", but in fact it gradually withdrew its troops. Betrayal: When North Vietnam launched a general offensive in 1975, the U.S. Congress refused to provide emergency aid to South Vietnam, and President Ford publicly admitted that "the United States no longer had the will to intervene."
