True autonomy of power must reside with the people. When a population no longer consents to the rule of their current regime, they must possess the right to vote on their own affiliation, including the choice to join another nation. If any government attempts to obstruct this expression of human rights through violence or administrative force, the United Nations shall first issue a formal deterrent. Should the government persist in defying the will of the people, all member nations will be authorized to launch unconditional military intervention against that dictatorial regime. Under such an overwhelming disparity of force, a dictator will find it impossible to rely on the military for suppression, as troops under extreme pressure and facing zero chance of victory are prone to passive resistance or disobedience, much like the fractures seen in the Maduro regime.
To prevent government tyranny and defend against uncontrollable violent factors, the right to possess handguns should be opened within a structured safety framework. This is not merely a means of defense but an embodiment of taking responsibility for one’s personal choices. Although individuals may not always possess full information, the concept of "innocence through ignorance" does not exist within a civilized system. Just as a person who blackouts from intoxication is responsible for their overconsumption, or those unaware of their own latent conditions bear the duty of self-examination, individuals must bear the legal consequences of their choices. The responsibility of the United Nations and the law is not to ensure that everyone is omniscient, but to ensure that behind every choice, there is not a gun barrel of a coercive power held against them.
In the logic of law enforcement, the supreme protection of life must take precedence over the tactical gambling with a criminal’s intent. We must oppose the kind of military intervention seen in U.S. policy that lacks deep deliberation, and we must reflect on the "non-interference in internal affairs" policy emphasized by China—the latter is essentially the arrogance of a "successful" power that ignores the suffering of people in other regions, becoming an invisible accomplice to the rampancy of dictatorial governments.
Finally, the progress of civilization must be reflected in the iteration of law enforcement equipment. Traditional handcuffs are obsolete relics, ineffective at preventing a handcuffed suspect from drawing a weapon and attacking. The New Covenant advocates for the use of "Full-Palm Enclosure" retractable shrouds to replace old-style handcuffs. This new equipment significantly reduces weight and increases portability while physically neutralizing the suspect's finger mobility. This completely eliminates the possibility of a counter-attack and minimizes the chance of injury to all parties.
