在898億元的坑殺疑雲下馬仍整合SWF：勞動基金運用局

Modest as MYJ was in his first term, he turned to be assertive right after his re-election on January 14, 2012.
Raising oil price and electricity fee at the cost of domestic inflation was not an exception. His latest move was to establish a new agency, the Bureau of Labor Funds Management, to integrate and handle six labor funds of some 666.66 billion USD at the foreign exchange rate of 30 to 1 despite the questioned flaw and corruption of the funds’ 30 billion USD investment loss.
The labor movement activists blasted the idea and worried it will become a financial Godzilla. However, the point is that the government-managed funds performed far behind the market as a whole. Huge and systematic corruption might be expected.
Many suggestions have been raised to vitalize the government-managed funds, or the Sovereign Wealth Funds (SWF), ever since MYJ took his office in 2008.
Their targets were Labor funds, Post savings, and even the foreign exchange reserves. To protect the foreign exchange reserves, Fai-Nan Perng, the Governor of the Central Bank, issued a Chinese statement on March 7th, 2009, and explained that the some 333.33 billion USD foreign exchange reserve was not the wealth of the government.[1]
Those people are utterly crazy about the SWF, the huge money.
A KMT defender of a talk show cited hearsay in Taiwan that KMT members corrupt except Ma, while DPP members are clean except CSB. The question is: Is Ma really alone?

雖千萬人，吾往矣。不用多說了，2兆新台幣規模的「勞動基金運用局」的基金，就是主權財富基金。馬，在基金被坑殺898億新台幣的疑雲中，不思防弊，卻一個勁的往前。「酷斯拉」不是重點，「坑殺被騙」才是。勞動基金運用局，層級低、人員少，正是禿鷹嘴邊的一塊肥肉。最後，關係人雙手一攤、拍拍屁股！自從馬在2008年上台，身邊不斷出現一種集中運用大錢的呼聲。不僅想運用包括勞保、公保、退撫、郵政儲金等資金，甚至於，還不斷企圖染指中央銀行的外匯存底。還得勞動彭淮南在2009年3月7日出面說明外匯存底只是借放，並非政府的私房錢，政府不可動用。這些人對巨大錢財真的很有興趣。真的很有興趣！藍營名嘴陳明義轉述「人家說，國民黨只有一人不貪，民進黨只有一人貪。」真的嗎？等到主權基金沒基金，台灣被掏空了，就知真假了。

〔記者黃宣弼／台北報導〕勞委會將在明年升格改制為勞動部，勞保、勞退基金等六類基金都將由勞動基金運用局管理。勞團質疑，該局為三級行政機關，首長由勞動部長任命，層級低，極易受到政治力影響，且擁有龐大基金運作權力，恐成金融酷斯拉。
明年一月勞動部成立後，原來勞退金監理會將結合勞保局的部分基金運用人力，成立勞動基金運用局，掌管包括勞保基金、勞退基金、就業保險基金、積欠工資墊償基金、國保基金和職災保護專款，總計超過兩兆的資金，但人力配置僅一二一人，能否負荷龐大的資金調度和風險控管，令人擔憂。
勞退基金監理會副主委劉麗茹說，未來的勞動基金運用局，除了政風、秘書、會計等行政工作十三人外，全部是專業人員，光是勞退監理會的證券分析師執照就有十四張，絕對夠專業。但她也坦言，勞動基金運用局的人力至少需兩百人，擔心員工工作量不堪負荷、留不住人。
台灣勞工陣線則認為，勞動基金運用局的設置，代表政府想大力自行管理操作基金投資，以在金融市場上獲得高收益的企圖心，但在既有公務體系僵硬的用人與運作架構下，極可能徒勞無功；另外，三級行政機關雖可得到國會的民主監督，但也容易受到行政直接介入，部長可直接撤換局長，局長將成為接受命令指揮的公務員，專業自主性大受影響。
台灣勞工陣線呼籲，應維持目前勞退監理會組織型態，並提升其獨立地位與行政位階，與勞動部同一位階；勞退監理會主任委員應以任期制保障，避免受政治任命的部長或院長的政治干預，影響其專業性與獨立性。
