當我們記得228,並不是記得那單單一日,而是從1947年2月27緝菸血案起始2/28官民衝突爆發3月初開始軍事鎮壓大屠殺直至5月中,歷時近兩個半月的悲劇。
從抗日戰爭脫身、正深陷內戰僵局的國民政府,試圖以『軍事占領者』的姿態,接管脫離日本殖民、處於政權交替期的台灣,為了在動盪中鞏固威權統治並排除異己,當局採取了無差別的軍事鎮壓與隨後的『清鄉』行動。這不僅是一場武力清算,更是對台灣整整一代社會菁英的系統性清洗。受害者主體雖為台灣本土人士,但亦波及了在台的外省平民及少數留台日籍人士,對台灣往後數十年的民主發展與族群關係造成了難以癒合的創傷。我想,這段歷史不只是抹煞掉文化的重視(其中一個讓我們形成現在這樣重理輕文的社會的原因:當當權者需要“好使用”的人礦,而非“會思考”的人民),也代際了創傷,讓多數的人民,恐懼衝突,而後多少大大小小的事,寧可息事寧人(集體要受害者安靜,配合加害者,因為服從才不會被殺掉的創傷),而無法逞戒真正的惡人,造成惡徒們仍能舒適地共同活在我們所在的土地(小至個人衝突,大至,直至現今,我國轉型正義的“未完成”)
在世界各國戰爭衝突尚未結束,台海亦有危機的現在,比起外患,台灣人民更需要去注意,賣國者們及不敢反抗賣國者的群體,的內部隱憂。
雖然晚雖然遲,但幾年前開始,台灣也開始有了民防相關的認知,從先讓大家有概念,到現在政府及各單位甚至在各地的人民自主自發熱心建立的民防團體,都有開相關的資源,有機會能上到各式各樣的課程,有勇氣也有能力去保護自己保護身旁的人甚至國家的人愈來愈多,雖然人民之中還有很多或價值觀截然不同、或政治冷漠、或就是焦慮卻不敢有所行動的人們,希望那些一堂民防相關的分享都沒有聽過的人,不用覺得很有壓力的一定得進去哪一個團體被定義,而是就去體驗就算一堂看看,那些熱血的準備者,為什麼同樣都要為生計奮鬥煩惱,還要多排一段時間多播一份錢去學習、準備民防,到底是在忙什麼?為什麼想要這麼做?
所有的事出,必有因,選擇放縱惡人以保身的習性有原因,但我想,走到今天,我們已經可以開始進行創傷修復、進行認知重建:
「任何阻止你培育自己有能力保護自己的人,都是加害者那邊的人」
今天是 3 月 1 ,是 「國際民防日」(World Civil Defence Day)這個節日的設立是為了向所有從事民防、防災救援的英雄們致敬,同時也提醒我們每個人在面對災害時的自救與互救能力。
1990 年,國際民防組織(ICDO) 正式將 3 月 1 日定為國際民防日
民防不只是政府的事,它與我們的日常生活息息相關:
- 防災教育: 提高大眾對天然災害(如地震、洪水)及人為事故的警覺性。
- 專業致敬: 感謝消防員、搜救隊及醫護人員在災難發生時的無私奉獻。
- 自救互救: 鼓勵每個人學習基本的急救知識(如 CPR、止血)與準備「避難急救包」。
你可以做的「民防小練習」
既然今天是民防日,不妨花 5 分鐘檢查一下家裡的應急準備:
- 檢查急救包: 裡面的乾糧、飲用水是否過期?電池還有電嗎?
- 確認逃生路線: 如果發生地震或火災,家中最安全的躲避處在哪?出口是否通暢?
- 學習新技能: 了解最近的避難收容所位置,或下載當地的防災 App。
最好的防災不是等救援到來,而是我們在救援到達前,就已經具備保護自己與家人的能力。

March 1st: World Civil Defence Day
My coordinates: Taiwan. Today, as my country’s Peace Memorial Day day-off draws to a close, it is also World Civil Defence Day.
When we remember "228," we aren't just remembering a single day. We are remembering a tragedy that spanned nearly two and a half months—beginning with the anti-smuggling crackdown and shooting incident on February 27, 1947, the outbreak of conflict between officials and civilians on February 28, the onset of military suppression and massacres in early March, and lasting until mid-May.
The Government of the Republic of China , having just off from the War of Resistance against Japan and remains deadlocked in a civil war, attempted to take over Taiwan—then in a transitional period following Japanese colonial rule—with the posture of a "military occupier." To consolidate authoritarian rule and eliminate dissent amidst the turmoil, the authorities resorted to indiscriminate military suppression followed by "Village Cleansing" operations. This was not merely a violent liquidation; it was a systematic purging of an entire generation of Taiwanese social elites. While the primary victims were local Taiwanese, the violence also claimed the lives of Chinese civilians in Taiwan and some Japanese nationals who remained. This caused deep-rooted trauma to Taiwan’s democratic development and ethnic relations for decades to come.
In my view, this history did more than just erase the importance of culture—it also contributed to shaping a society that values the technical utility over the humanities today (when those in power require “useful human resources” rather than “thinking citizens”). It also passed down intergenerational trauma, leaving most people with a fear of conflict. Consequently, in matters large and small, many prefer to "appease" and keep the peace. This is a collective trauma where victims are silenced to accommodate perpetrators, rooted in the belief that only through obedience can one avoid being killed. This prevents us from truly punishing the wrongdoers, allowing bad actors to live comfortably alongside us on this land—from small-scale personal conflicts to the “unfinished state" of our country’s transitional justice today.
At a time when wars and conflicts around the world have not ceased, and tensions across the Taiwan Strait persist, I believe that beyond external threats, Taiwanese people must also pay attention to internal vulnerabilities — to those who would betray their own country, and to those who lack the courage to resist them.
Though it comes late, I am heartened to see that civil defense awareness has grown in Taiwan over the last few years. It started with basic concepts and has evolved into resources offered by the government and various organizations, as well as civil defense groups spontaneously established by passionate citizens. More and more people now have the opportunity to take various courses, gaining the courage and capacity to protect themselves, those around them, and even their country.
While there are still many among us with vastly different values, those who are politically indifferent, or those who are anxious but hesitant to act, I hope those who haven't even heard a single civil defense talk won't feel pressured to join or be defined by a specific group. Just go and experience one session. See for yourself why these passionate "preppers," who like you and me also struggle with daily livelihoods and responsibilities, choose to invest additional time and money into training to learn civil defence and prepare. What drives them? Why does it matter?
Everything happens for a reason. There is a reason for the habit of indulging the wrongdoing to save oneself. But I believe that today, we can finally begin the process of trauma healing and cognitive reconstruction:
"Anyone who stops you from empowering/developing the ability to protect yourself is on the side of the perpetrator."
Today, March 1st, marks World Civil Defence Day!
This day is dedicated to honoring the heroes who work in civil protection and disaster relief, while reminding all of us of the vital importance of self-protection and mutual aid in the face of emergencies.
In 1990, the International Civil Defence Organisation (ICDO) officially designated March 1st as World Civil Defence Day.
Civil defence is not just a government responsibility; it is deeply connected to our daily lives:
- Disaster Education: Raising public awareness about natural disasters (like earthquakes and floods) and man-made accidents.
- Honoring Professionals: Paying tribute to the selfless dedication of firefighters, search and rescue teams, and medical personnel during crises.
- Self-Help & Mutual Aid: Encouraging everyone to learn basic first aid (such as CPR and wound care) and to prepare "Go-Bags" (emergency kits).
Practical "Civil Defence Drill" for You
In honor of Civil Defence Day, why not take 5 minutes to check your household preparedness?
- Audit Your Emergency Kit: Are the food and water supplies expired? Do the batteries still work?
- Confirm Escape Routes: If an earthquake or fire occurs, where is the safest spot in your home? Are the exits clear?
- Update Your Knowledge: Locate your nearest emergency shelter or download a local disaster-alert app.
Note: The best disaster prevention isn't just waiting for help to arrive; it’s being equipped to protect yourself and your family before responders reach you.
