It is easy to predict the behaviors of MYJ and his cliques.  They act pretty much like typical Mandarin officials of the Qing Empire, who did nothing but kept writing beautiful articles and inventing slogans.
The economy of Taiwan, under MYJ’s rule, is slipping.  Yet, like Qing bumblers, no minister has ever taken the responsibility. 
Now the Directorate-General of Budget Accounting and Statistics announced that it would submit the statistic data to the President before the formal announcement, which would be unprecedented.  The pre-announcement leak could give the Mandarins a chance to revise bad figures, opening up possibilities of future irreversible disasters.    Revised at 1310

這條新聞的重點是「只要…就會讓高層了解」，換言之，在公布周知前的呈閱，高層就有機會下令「重新檢討」數字了。

此事千萬千萬千萬不要在台灣發生。

正直的主計人員要全力阻止，否則國家統治基礎將敗壞到無以附加的地步。這就是他們大清統治失靈終至亡國的惡習之一。

〔記者施曉光／台北報導〕行政院主計總處預測第一季經濟成長率與實際公布數字差距懸殊，昨遭朝野立委強烈質疑。主計長石素梅辯解，每次預測都根據當時國內外經濟狀況據實反映，該修正就修正。立委諷刺主計總處乾脆只做統計就好，不必預測；還有人當面要求石素梅下台，台灣才有救。

主計總處原預測今年第一季經濟成長率三．二六％，最近公布數據卻只有一．五四％。國民黨立委羅明才說，拿飛鏢亂射都比較準；國民黨立委盧秀燕也痛批主計總處的預測跟氣象預報一樣，老是不準，嚴重誤導政府決策與預算編列。

民進黨立委許添財抨擊石素梅，「預測跟法官判林益世一樣隨便判嘛！」「我勸妳辭職，台灣才有救！」

石素梅表示，主計總處會儘速建立經濟預測的預警機制，只要趨勢與原預測有出入時，就會讓高層了解，及早因應。
